xchat has moved

xchat has now moved to use the Translation Project
(http://www.iro.umontreal.ca/contrib/po/HTML/) for its translations.
I've removed the previously existing translations from
gnome-i18n/extra-po/xchat/ and gnome-i18n/extra-po/xchat-stable/ and
sent them to the TP. If you want to create new xchat translations or
maintain existing ones you should consult the TP from now on.
