how/where to submit a new .po file for glib?

Hi,

I have partially translated the glib pot file for Bengali Language. How do I 
submit it? As I don't have cvs access, do I send it to someone or to this list?

BTW, do I just e-mail to cvsmaster@ to get cvs access, or someone from this 
list is in charge for granting cvs access to translaters? Can someone please 
help?
