Bluefish and CC issues

Hi,

Why is Bluefish not handled through the GTP?

Also is there a policy on CC'ing to this list, matters one would deem to
be related. 
Basically to attempt to stop the need for long explanations in response
to issues faced by translation coordination as and when they do hit this
list.
