Pan 0.14.1 String Freeze

Hi all,

This is to announce that Pan's strings are now frozen for a release
of 0.14.1 on August 22.  I hope this will be enough time for translators
to update their .po files.

I also want to thank everyone who's provided translations during the
very-unfrozen beta releases.  menthos, marcel, and pablodc in particular
deserve props for relentless translating.  Thanks!
