It's just a notation for the language code in question. Replace "LL"
with your language code.

Malcolm gave a good explanation. Reading ChangeLogs doesn't require CVS
access and makes history also easily available for those looking in a
tarball, among other things. Thus, adding ChangeLog entries is a very
good practice.
