New team for Welsh (cy)

Hi,
	Just a note to say that the Welsh GNOME translation team is
restarting in earnest. After a fairly long period of complete inactivity (all
my fault, I'm afraid), we'll be starting on the task of getting GNOME
translated into Welsh (Cymraeg).
