Empty .pot files?

Hi,

When looking at the GNOME 2.0 Extras status page, there are some modules 
containing no strings. When clicking on the link of .pot file, the link 
does not exist.

The modules in question are:

gnome-build
gnome-hello
gnome-system-tools

Also, the total number of translatable strings in above modules says 0 
:-) (in all pages, see for example 
http://developer.gnome.org/projects/gtp/status/gnome-2.0-core/cs.html )

Is this intentional, or is it a bug?
