String changes: gnome-applet, gnome-panel

Basically, I just realized that I never checked in the applet
categorizations and descriptions. That means that currently most of the
applets are dumped into a rather large "Utilities" category, and many
don't have useful descriptions.

The downside of this change is that the words "Accessories" and
"Internet" would have to be translated (and optionally, the
descriptions, though changing descriptions shouldn't hurt translations,
only help those that manage to make them).

Thoughts?
