Gnumeric & topic.dat

It has come to my attention that in order to have the menus in
gnumeric fully translated we need to install locale specific copies
of topic.dat.  However, because it does not show up in pot files it
has been largely neglected.  HAving fully translated menus would be
very nice.

I realize that the majority of the manual has not (and should not)
be translated,   However, thanks to your hard work many of the
functions do have translated documentation, which we could easily
use to generate partially translated manuals for each locale.

Would you folk mind creating translations for this file ?  It is
quite small.  Please do this on both HEAD and gnome_1_4.  I'll take
care of adding the build mechanisms, if you create the directory and
file.
