GnomeICU release next week

After a long time, we hope to release a new version of GnomeICU next
week. Not much have changed, I see translations are continuously
updated.... but have a look at it.

NOTE: you should use GNOMEICU_V5 branch (i.e. run
"cvs update -rGNOMEICU_V5" before translating. HEAD simply does not work
at the moment)
