final 1.4 tarballs

hello,

i just fixed a bug in bug-buddy so there will be another release before
1.4.

also, dan mueth has been fixing a lot of stuff in -core and -applets.

I would like to be able to start these at around 9 AM eastern time on
wednesday, march 28, so if you could do your magic by then i'd
appreciate it.

dan, do i need to do another control-center also?
