Informative bugzilla e-mails

You can tell when Andrew's doing bugzilla maintenance, can't you.
There's a funny smell in the air.

Many apologies to those people who just got bugmail from 2001; it was
completely my fault. Bugzilla thought it had outstanding mail to send -
it might even have been right - which is why it got sent. I'm going to
tell it to ignore the remaining several thousand "outstanding" bugmails
to stop this happening again.

My fault completely, and sorry again.
