This is one of the reasons I'm voting for msgconv -- you'll get header
adjustments for free:

ke tux:~/Projects> grep charset sh-utils-2.0.11.de.po
"Content-Type: text/plain; charset=ISO-8859-1\n"

ke tux:~/Projects> /gnu/bin/msgconv -o - --to UTF-8 sh-utils-2.0.11.de.po \
  | grep charset
"Content-Type: text/plain; charset=UTF-8\n"
