As far as I'm concerned, they are synonyms. Microsoft introduced
Favourites to replace bookmarks as part of differentiating IE from
Mosaic and Netscape, i think.
"Favourites" is not really appropriate, in that I am sure I'm not
the only one who bookmarked the IRS pages, but I'd hardly call that
a sign of approbation or favour.
I see no reason to use different names for items marked as useful,
depending on whether you get to them through a menu or a folder.
