I'm thinking less a maintainer's guide and more 'intro to hacking', but
this sounds useful too.

Once you've got a framework set up let me know and I'll be happy to
contribute. Maybe an 'intro to hacking' could also have a 'where can I
find bugs to fix' section as well.
