CFLAGS += in various Makefile.am's



I guess the idea here is to support CFLAGS supplied at configuration time,
but at least automake 1.5 doesn't like this approach, and complains about
+= working only after the variable's initial value is set.
so another solution should be found for honoring user-supplied CFLAGS.
