submit bugs gnome org -> Bugzilla test script

Hi guys,

just completed the first version of a submit bugs gnome org -> Bugzilla
gateway script.

Whenever someone now submits a new bug report via submit bugs gnome org
this bug will go to the test installation of Bugzilla as well.

The test installation lives at

        http://canvas.gnome.org:65352/

there's a cron job which copies the database (products, components, version
and user profiles) from bugzilla.gnome.org to this test installation once
an hour (it runs at *:45).

Please note that this is a test installation, the main Bugzilla is at

        http://bugzilla.gnome.org/

Test installation means that it is for testing only and that all bugs in
it will get lost without notice.
