  Well if someone changes completely the structure
of a module, doing cvs delete/cvs add without reading the HACKING
nor contacting the maintainers, well this person should not be allowed
to commit directly. Restricting them to send patches to the maintainer
is okay.
  I can't understand that after 2 years of access one can ignore
that doing this kind of things is simply improper.

  I don't want ACLs but I want the rules to be clear. Communication,
not restrictions. There is multiple ways to get people to follow the
law, I prefer education. And if someone still misbehaves, then
take action ...
