Yes, and you already have to turn it off in the desktop manager if you don't
want rebooting/shutting down or whatnot ...
Come to think of it, if there IS a desktop manager and it disallows
shutdown/reboot, we shouldn't fall back to consolehelper even if possible,
I don't think ...
