Probably a good thing to remember is that we use UTF-8 in the
ChangeLogs, so that every contributor can have umlauts and other
diacritics in their names spelled correctly. So it's probably a good
idea to also make the release mail encoded in UTF-8, in order to not
have the names munged in that step (like with "Joël" in the cited
example).

Thanks to everyone for giving credit to translators in your release
mails by the way -- nothing beats the feeling of seeing one's own name
and getting appreciation that way, and I guess most people will agree.
