I think the usage pattern's different enough that they might justify
separate (but parallel and consistent) interfaces. Obviously there's
nothing to stop anyone from putting file:/// URIs in their web
bookmarks... I wonder what percentage of Windows users currently do
that? (Or worse, c:\foo and \\Foo\bar "URIs"...)
