I don't know if this has been brought up before, but maybe a
busy signal shouldn't really reflect if a window is going to
be shown or not, but simply if the computer is busy. Maybe
instead of application launch feedback it should be cpu
utilization feedback. If CPU usuage gets too high, throw
up an hour glass. I dunno...it's probably a dumb idea.
