GNOME UI Guildeline has new maintainer

Hi,

the GNOME User Interface guideline is now maintained by Arlo Rose
(arlo@eazel.com).

In case you don't know him, he has worked as a UI lead at Apple and was a
major contributor to the Mac OS Human Interface Guidelines. Currently he is
(as you might have guessed from his email address) working on the eazel
project.
