gui for gtk+ themes

I would like to see a gui for editing the look and feel of gtk+. 
Users don't like to handhack configuration files to change the look and
feel of their desktop. 
A gui like the one in MUI (Amiga) would be nice and I'd like the same
possibility to change the look of each program. Every program should
have the possibility to use different textures and even different 
theme engines.
