Every application is a program and thus has program-like
functionality. The program menu provides access to this. An
application will always be a program, so the items in the program menu
will always be in context. You must always be able to close the
application, and get help/about, and whatever else goes in the
Program/foot menu.
OTOH, not every application needs to show Edit functionality at all
times. I thought Gleef made a crystal-clear case supporting this. The
Edit menu _can_ exist. But the style guide should not state that an
Edit menu must under all circumstances be present.
Is this really that hard to understand?
