I like Andries follow up suggestion to include a something in the
/usr/man/.../<locale>/ directory indicating the encoding of all man
pages found in subdirectories thereof. This way at least I would be
able to call iconv() to translate the encodings to UTF-8. The problem
with that solution is then where do we put utf-8 man pages?
