With your and Elijah's approvals, I've now committed this to CVS. Let's
get the new GTK+ 2.8.12 release out asap so that we don't depend on a
version that doesn't exist, for too long. :)

Documentors: This means that the background capplet is now instant apply
again, and uses "_Finish" as the affirmitive button text, rather than
"_Close".

Translators: This means that "_Finish" is a new string and needs to be
translated now.
