It's difficult. (well I think so)
Around these parts (South Australia) people tend to say "minus" when
referring to a switch (as per your example). However it may be more
useful to say "hyphen" to avoid any confusion with "subtract". (or even
"dash" ??).
So I would have it say (if possible)
"c d record space <something>"
"m k iso f s space hyphen uppercaseR space <something>"
(emacs speak and flite / festival for reference ?)
