GDSG auto update

Hi all,

The automatic update of the GDSG has not been working since March. The
GDSG web location[1] shows V1.0, but the current version in CVS HEAD is
V1.3. I logged a bug about this in June (116049), but the problem is
still there. Since March, there have been three revisions of the GDSG
which people have only been able to access from CVS. Developers consult
the GDSG, particularly the Recommended Terminology section, and they
need to be able to see the latest revisions easily. 

I suggest that from now on we upload the GDSG to the web location
manually, just like we do for the User Guide, System Admin Guide, and so
on at http://www.gnome.org/learn. We could provide the GDSG online and
in downloadable versions, just like the other books, with the links like
the following at
http://developer.gnome.org/projects/gdp/styleguide.html:

- View online (multiple pages)
- View online (single page) 
- Download in HTML format (multiple pages)
- Download in HTML format (single page)
