Well, it's not that simple, at least not until docs can be translated as
po files. The correct list name for the GTP is gnome-i18n gnome org and
most of the people on it have little to no experience at all with XML
and docs and editing raw XML. So it's most likely better to direct such
questions here instead.

Phillip, what you should do is join the GNOME Translation Project and
the French team in it. Instructions for that can be found on 
http://developer.gnome.org/projects/gtp/join.html. You should also ask
the French team if there is someone else already translating docs into
French, and if there is some recommended terminology, and so on.

For technical questions related to the docs, you should probably ask
them on this list (gnome-doc-list gnome org) instead of
gnome-i18n gnome org for the reason mentioned above.
