gnome-panel changes

Hey there,
Just a heads up to say that I've gone ahead with the panel changes I was
proposing. In summary -

 - s/gnome-panel-2/gnome-panel exe name change
 - Updates on some string changes for the global panel properties dialog
 - Removed the add to panel -> menu hierarchy so that you can only add
   a 'GNOME menu' now [1].

[1] I'm also intending to drop the idea of being able to edit the
properties of the 'GNOME menu' until we've got the vfolder menu editor.
