ScrollKeeper 0.3.9 Released

ScrollKeeper 0.3.9 is now available.  As with other releases in the 0.3.x
series, this is a development release.  We are getting very close to 0.4.0, so
if you find any problems, please submit bug reports and/or patches.

New in this release:
   * Improvements to documentation and example OMF files, including 
     correction of typos and validation errors, addition of encoding 
     declaration, and addition of DTD declaration.
   * Updated Catalan translation.
   * Updated INSTALL information.
   * Added fix to allow comments in OMF files.
   * Suppressed warnings about OMF directories which are listed in
     configuration file but which don't exist, except in verbose mode.
   * Several platform-specific fixes (SPARC, Solaris)
   * Fix to scrollkeeper-preinstall for OMF files with doctype declaration
   * Fixed bug relating to library linking.
   * Other minor bug fixes.
