Daniel -

The problem seems to be that your SGML catalog does not point to the
GNOME DocBook DTD.

You need to have the SGML_CATALOG_FILES environmental variable declared, and
it needs to point to your main SGML catalog, and you then need to have David
Mason's GNOME DocBook DTD installed, with a pointer to that in your catalog
file(s).

However, it may not be worth your while to pursue this path. You're working
with the old SGML version of DocBook, and we're now using the XML version of
DocBook 4.0 for our docs.
