You can specify either an html or an xml doc from the application.  The
important thing here is not whether or not you use XML or HTML (though we
want to push XML if at all possible) but whether your docs match your
code.  We don't want to install both, and let the help browser figure it
out.  Rather, we want to install one set of docs, and have the help
browser display it.
