Doing developer documentation is a specialized task, and is really
probably best done by people familiar with the library in question.

Making sure that GTK+-2.0 is well documented is important for us, and
the situation is already considerably better. (We are requiring API
docs for all new functions when they go in, for one thing)

So, while we (the GTK+ team) would certainly appreciate help with the
GTK+ documentation, we also consider it our responsibility to make
sure it is done, and helping with this task requires a fair bit of
experience with C and GTK+ programming.
