bug-buddy docs 1.4 ready? Please check :)

Okay, the proto-docs for bug-buddy are on the web at
http://www.linux.org.uk/~telsa/GDP/bug-buddy-new.sgml

The text is fine, I think. As in, I don't see too many errors.
I have checked for most of the 1.4-readiness stuff. But I have
got myself intro a terrible muddle: which licence am I supposed 
to be including under what id tag? I think I have it wrong. Please 
give it a quick check and tell me. Then I'll throw them at Jacob 
for CVS. (I haven't put them straight into CVS cos every time I 
touch it something else goes wrong. :))
