GNOME applet docs

Hey,

I've noticed that many of the applet docs are split up between 2
files. One with the the liscense which links to the other doc. For
example "foobar.sgml, and foobar_applet.sgml". What is the purpose of
this? When I convert to xml, should keep the 2 file setup, or should I
just throw everything into one doc?
