In addition to the gnome-doc-tools RPM that John mentioned, the
docbook2* scripts have changed in Red Hat 7.1.  The new scripts only
work on "pure" DocBook, and not the "tainted" GNOME variant (sorry
Dave).  So, for docs that use the GNOME DTD, you should use the command
'jw -c /etc/sgml/catalog FILENAME.sgml -o OUTPUT_DIRECTORY/'  I think
the last argument is optional, but I'm not entirely sure.  Let me know
if you've got more troubles,

P.S.  Yes, I'm working on updating the GDP handbook, just needed to
polish things a bit.  Perhaps it'll even get done tomorrow.
