Mahjongg docs rev.1

I have revised the Mahjongg docs with suggestions from you guys.  I
think they are much better with an expanded Playing section.  I would
appreciate any more comments and suggestions to put into them before I
send the sgml to the authors.

Also, the internal links go to the top of the corresponding page in the
docs at geocities, but when I look at them locally they go to the right
spot.  So, kindly ignore this fault.
