Which web page?  The GTP page
(http://developer.gnome.org/projects/gtp/) has a link to
http://mail.gnome.org/mailman/listinfo/gnome-i18n/ which should allow you
to subscribe.  Is this the page which gives you the error?

(http://developer.gnome.org/projects/gtp/resources.html) provides some of
this information.  There are a few other links there which may be
helpful.  You can also go to #i18n on irc.gnome.org and ask.
