Take a look at this url:

and contact the people doing the work. The users-guide is going
to go through some changes soon, so you might want to start
with translating the panel documentation because that is to be
included in the "new" users-guide pretty much as it is now.

You'll find that in the gnome-core-1.1.x packages on
ftp://ftp.gnome.org/pub/GNOME/unstable/sources/gnome-core
