Chinese translation for Gnome-User-Guide

Hi, there

I'm interested in translating the Gnome User's Guide into Chinese
language(BIG5 encoding),
but I can not find information about this, and has no idea how I contact
David Mason(the author).
Are all the gnome documents are under GPL, and we can translate them as
we wish?
If not, then what should I do to get the permission?
