String addition in gnome-doc-utils

I've just added a string to gnome-doc-utils to
address the RTL bug in Yelp:

The HTML output simply gets 'direction: rtl' set
in the CSS if the document is in a RTL language.
In order to determine which languages are RTL,
I've added the string 'ltr'.  Just translate this
to 'rtl' if your language is RTL.
