Sure, but that's actually a different issue and as James pointed out
there already is such a function. An application still has to know
exactly when a string it's dealing with is a filename or a URI and call
that function in the appropriate places. This sort of thing can't be
done automagically as there's a large overlap between the set of all
possible filenames and the set of all possible URIs.
