Attach it to the bug report, first, since if the relevant people
aren't paying attention right now you don't want it to get lost, and
you don't want someone else to waste time on the same bug.

Then look in the AUTHORS or MAINTAINERS or HACKING file for the module
in CVS, or at recent ChangeLog entries for the program in question,
and mail the people you find there.

If people aren't responding then mail the list and ask what's going
on. ;-)
