libgtk.so.1 is _really_ old. The libraries are in the gtk+10 
(GTK+-1.0 compatibility) package, but we don't ship a development
package for it, since a) it's _really_ old and b) you can't
have development environments installed for GTK+-1.0 and GTK+-1.2
at the same time.

I think your problem is something else than missing this library.
Perhaps you could provde more details of what you are doing
and the exact error messages you get.
