GAL: extern "C"

Lots of the GAL headers require extern "C" declarations. Some of these use
BEGIN_GNOME_DECLS and END_GNOME_DECLS to do this, but not all.

I am happy to provide a patch for this, but do you want to use
BEGIN_GNOME_DECLS or just a normal extern "C"?
