patch to control-center to use xml-i18n-tools

Hello, I have a patch to control-center that I think It must be applied
before Gnome 1.4 release but I think that the actual mantainer is a
little bit busy, so What must I do?. Can I commit it?, must I wait for
his answer?.
I had send him a patch the last week and the saturday I sond him a
reviewd patch. I know that it's normal, because Gnome 1.4 is near, but,
IMO, the patch must be applied before the next 08/03/2001, so, ideas?
