ORBit ChangeLog

How do I get ORBit Changelog? The tarball has an almost empty file which
says:

   Do not touch this file. Run 'rcs2log' or use bonsai
   (http://cvs.gnome.org/)

I don't know how to use rcs2log and I can't locate anything of interest
using Bonsai. Could somebody show me how to get the file?
