possible gnome_popup_menu_new bug

Hi All,

I may have stumbled onto a bug in gnome-libs or I'm doing something wrong.

When you gnome_popup_menu_new() a menu from GnomeUIInfo structures, the
callback functions of Toggle items do not get the user_data. That is, an
arg of NULL is always passed. When the same GnomeUIInfo is used to
gnome_app_create_menus(), all works fine, and the user_data is passed to
the callback function.

A bug, or my own fault?
